The sum of this “purchase” according the “tender” = RUR 520 million

The  authorities say they do not have enough funds to maintain the masterpiece.

It sounds strange – they do not have the funds to support the historical treasures and at the same time they spend enormous sums to support Ossetia, Abkhasia, Tadzhikistan, CIS and other useless (from the economic point of view) territories. How would you name this strategy?
